The University of the Philippines (UP) Office of the President released on September 19, 2025, Friday, Memorandum No. PAJ 25-18, signaling the administration’s solidarity with the UP’s community in advocating for good governance, integrity in the use of public funds, and strategic, science-driven, climate-resilient solutions to the nation’s infrastructure challenges.
The memorandum follows a similar statement by UP President Angelo Jimenez on September 11, 2025, which called for the expression of general outrage in accordance with the people’s constitutionally guaranteed rights to peaceful assembly and freedom of expression, against the revelation of massive corruption plaguing the flood control projects in the country.
In the memorandum, Jimenez reaffirmed his support for members of the UP community as they exercise their right to freedom of expression and peaceful assembly aligned with the advocacies stated above, including their participation in mobilizations against corruption to be held on September 21, 2025, coinciding with the UP System’s annual Day of Remembrance.
