Strengthening UP's Research and Innovation Ecosystem
The University of the Philippines (UP) is at a defining moment in its digital journey as UP President Angelo Jimenez reaches the middle of his term. What began as isolated initiatives has now become a cohesive, system-wide transformation strengthening teaching, research, public service, and governance. UP continues to advance toward an integrated digital ecosystem that accelerates decision-making, improves service delivery, supports data-intensive, high-impact research — reinforcing the university’s role as a national leader in digital innovation.
UP’s digital transformation is anchored on sustained investments in system-wide digital infrastructure designed to support interdisciplinary research, technology-enabled governance, and evidence-based decision-making. In 2024 and 2025, these investments ensured that research and public service operate on secure, scalable, and high-performance digital systems.
Central to this effort is the UP Intelligent Systems Center (ISC) which serves as the university’s hub for artificial intelligence (AI), machine learning (ML), and complex-systems research. In 2024, through the Intelligent Systems Research Grant Applications, the ISC funded 12 high-impact projects that address mental health, TB-HIV diagnostics, smart agriculture, disaster planning, and cultural heritage preservation. These initiatives demonstrated how advanced digital infrastructure can translate research into socially-responsive solutions. By the end of 2024, preparations were completed for a second funding round, expanding support to Filipino language technologies, extended-reality applications, and artificial intelligence-driven health innovations.
The ISC also strengthened institutional and global research collaboration through benchmarking engagements with leading international institutions. Insights from these engagements shaped a policy paper guiding UP’s long-term digital research strategy. Through its Affiliates and Fellows Program, the ISC expanded from 81 UP scholars and nine international experts in 2024 to 207 national affiliates and 10 international fellows by 2025. In 2025, the ISC also supported 24 research projects, facilitated postdoctoral fellowships in partnership with the Office of the Vice President for Academic Affairs, and conducted international visits to establish partnerships targeted for 2026.
To institutionalize these gains, UP formally approved the creation of the Office of the Vice President for Digital Transformation (OVPDx), institutionalizing digital transformation efforts in response to the growing need for integrated systems, inclusive people-centered digital culture, and expanded digital capabilities necessary to strategically sustain the university’s operations. The UP Project Management Core Team was also created, professionalizing the oversight of major IT projects, while the system-wide deployment of Eduroam in mid-2024 enabled secure, seamless access to a global research and education network.
Complementing these efforts, the UP Data Commons (UPDC) became a cornerstone of UP’s digital research infrastructure. In 2024, the UPDC deployed 187 virtual machines for 56 institutional users — supporting advanced simulations, machine-learning model training, web services, and large-scale data analytics. An eight-GPU high-performance computing system installed at the Electrical and Electronics Engineering Institute further accelerated collaborative research in science, engineering, and health. In 2025, UPDC expanded satellite facilities in six constituent universities, achieving an 82% project completion rate, and earned recognition as a benchmark for university data center implementation.
UP’s digital transformation placed open data, responsible data stewardship, and secure access at its core. Through UPDC, the university deployed web-based research support platforms and hosted data-intensive services for academic units, offices, and research projects, while maintaining 99.99% system uptime in 2025. These platforms enabled researchers to securely store, process, and share datasets, fostering collaboration, transparency, and reproducibility across disciplines.
The UPDC advanced open access to institutional and historical data assisting the UP Media and Communications Office in the development of a web-based repository for the UP Historical Archives. In addition, UPDC hosted the 2025 Law Aptitude Exam for the UP College of Law and provided computing resources for the Philippine Junior Data Science Challenge 2025 — reinforcing its dual role as a research enabler and public service platform.
To balance openness with trust and resilience, UP strengthened cybersecurity and responsible data management through a comprehensive Cybersecurity Incident Response Plan and multi-layer security with Wazuh monitoring, alongside policy reforms — consultations on Digital Records Management and Archival Policy, revised Acceptable Use Policy, and an approved Policy on Electronic Documents and Signatures enabling fully electronic transactions. UP’s designation in 2025 as a Registration Authority for the Department of Information and Communications Technology’s Philippine National Public Key Infrastructure further strengthened secure data authentication and trust in digital records across UP System.
UP services also progressed toward seamless and cashless operations through the One UP RFID Card — now integrated with digital payment platforms. UP Los Baños led the way with the UP–Maya RFID, demonstrating how a unified digital ID can support access control, library services, and future e-governance applications.
UP continued to broaden the reach of its research through steadily evolving digital tools. In 2024, ISC launched a webinar series with more than 1,900 participants, exploring topics from multimodal learning and neural-network simulations to creative AI and high-performance computing. This momentum carried into 2025 with 15 additional webinars, four hybrid lectures by international experts, and the co-hosting of the International Symposium on Education, Artificial Intelligence, and Cybersecurity 2025; these efforts positioned UP as a national and regional convenor of digital scholarship.
Behind the scenes, the UP Information Technology Development Center sustained and upgraded the digital platforms that keep academic work moving and knowledge visible. Improvements to systems such as the portals for the UP College Admission Test, Student Learning Assistance System, Document Routing System, and Faculty Regent Electronic Voting System enhanced efficiency and transparency, while the launch and redesign of platforms including the UP Press Website, Ulat UP, and AI Horizons PH 2024 conference page strengthened UP’s digital presence and expanded access to research and policy outputs.
In 2025, constituent universities further deepened this ecosystem. UP Manila fully implemented the Information System on Key Operations for Learning and Academic Resources (ISKOLAR) as a centralized academic information system. Later on, the Institutional Repository System was launched — expanding open access to UP Manila research outputs alongside upgrades to servers, faculty computing resources, and network infrastructure. The UP Open University Library unveiled a redesigned website that improved discovery tools and online services, laying groundwork for expanded open educational resources.
Meanwhile, public-facing platforms such as the enhanced Nationwide Operational Assessment of Hazards website and mobile applications, the GINA citizen-science biodiversity platform, and the national digital database of active and potentially active volcanoes brought UP-generated scientific knowledge to wider audiences than ever before.
At this critical juncture, UP’s digital transformation is no longer merely aspirational but rather operational, systemic, and impactful. Investments in digital infrastructure, reinforced by intelligent systems research and modern governance frameworks, have created a resilient foundation for innovation, efficiency, and service to the nation.
“We cannot be academically excellent if we are struggling administratively. Academic excellence, administrative efficiency, and operational excellence are intertwined that cannot be left behind if we want UP to succeed holistically,”
University of the Philippines President Angelo Jimenez underscored during the first Quality Management System (QMS) Forum for administrative employees of the UP System Administration (UPSA) offices. Following this statement in May 2024, this understanding is the impetus in the rolling out of activities in the 2025 QMS Roadmap of the Office of the Vice President for Administration Quality Management Team.
The need for a framework for a successful quality management system was addressed through adoption of the global ISO 9001:2015 standard. The intensive seminars and workshops conducted by the Development Academy of the Philippines in 2024 were followed in 2025 by the translation of concepts and expertise into implementation, marking a key phase in the UPSA-level QMS journey.
During the first half of the year, a succession of technical guidance sessions on document enhancement and calibration of document review were conducted. Following through, QMS activities focused on the thorough conduct of internal quality audit and management review in preparation for the UPSA ISO certification by the external auditing body TÜV Nord Philippines.
The audit decision by TÜV Nord Philippines on November 25, 2025 was that UPSA has been recommended for certificate issuance according to the standard ISO 9001:2015. This milestone was a significant achievement, especially given the size and complex structure of UPSA, as well as the need to assess vital documentation pertaining to policies, objectives, measurement and analysis, and the continual improvement of processes. The strength of UPSA’s quality management system was reflected in the assessment findings, which recorded only opportunities for improvement, with no non-conformities. More importantly, the audit report cited two commendable good practices from top management and the UP System Media and Communication Office.
For UP Manila, 2025 was about regaining the certification that was first achieved in 2022. UP Manila takes pride in earning its ISO 9001:2015 certification in 2002 as the first constituent university in the UP System to obtain the international accreditation. The recertification to the International Organization for Standardization (ISO) 9001:2015 was earned after a two-day audit on November 12-13, 2025 by TÜV Nord Philippines. The auditors evaluated UP Manila’s Central Administration offices, Office of the Chancellor, the offices of the Vice Chancellors, National Institutes of Health (NIH), and its different colleges on the basis of effectiveness in meeting and delivering organizational and customer goals while ensuring compliance with the 9001:2015 standards as well as compliance with corrective actions from previous audit results. UP Manila’s compliance to the ISO 9001:2015 standards was revalidated on December 12, 2025. It has received its recertification from TÜV Nord Philippines with a validity date until November 2028.
Meanwhile, UP Mindanao ended 2025 on the same high note as UP Manila with maintaining its ISO 9001:2015 certification which was first earned in December 2024. TÜV-SÜD Asia Pacific, the external certifying body, remained consistent on its recommendation for UP Mindanao’s certification for two consecutive years. The latest findings on the conducted on-site surveillance audit on November 17-19, 2025 revealed that the constituent university has satisfied all of UP’s administrative, academic, research, and extension services requirements and compliance for continual improvement. Preparations are in progress for its second accreditation surveillance in 2026.
