President's Message

Looking Ahead

Scaling Impact Toward a Stronger, Sustainable, and More Inclusive UP

UP President Angelo A. Jimenez

The first half of UP President Angelo A. Jimenez’s term has been defined by a deliberate and strategic effort to lay the foundations for the transformation of the University of the Philippines into a globally competitive research university. Guided by the vision of a national university engaged in knowledge co-creation for a just, equitable, and sustainable society, the administration has focused on strengthening the systems, capacities, and partnerships that enable UP to fulfill its mandate more effectively.

At the heart of this vision is the understanding that research and innovation serve as the engine of institutional growth and national relevance. By reinforcing its research ecosystem, UP enhances not only its capacity to generate knowledge, but also its ability to enrich teaching and expand the impact of public service. This integrated approach affirms UP’s role as a university where academic excellence, social responsibility, and national development are closely intertwined.

The progress documented in this Midterm Report reflects significant strides toward this goal. Across the UP System, reforms in teaching and learning have strengthened academic programs and expanded access to education through inclusive admissions policies and innovative learning modalities. Public service initiatives have deepened engagement with communities, addressing pressing societal needs while reinforcing the University’s commitment to service for the common good.

At the same time, substantial investments in research infrastructure, digital transformation, and quality assurance have begun to reshape the institutional landscape. The establishment of new research and innovation platforms, the expansion of interdisciplinary collaboration, and the strengthening of partnerships across sectors have positioned UP as an increasingly dynamic hub for knowledge creation and application.

These accomplishments represent the collective efforts of the UP community—faculty, students, staff, alumni, communities and partners—whose work continues to sustain and advance the University’s mission. They also demonstrate the capacity of the institution to adapt, innovate, and respond to evolving challenges in higher education and national development.

Yet, while meaningful progress has been achieved, the work ahead remains substantial. Structural inequalities in access to education persist, requiring sustained efforts to broaden participation and support student success. The research ecosystem, though strengthened, must continue to expand in scale, impact, and global visibility. Digital transformation initiatives must be deepened to fully support data-driven decision-making, collaboration, and innovation across the system.

Moreover, as UP advances its role as a national and global university, it must continue to balance excellence with inclusivity, autonomy with accountability, and innovation with social responsibility. These are not simple tasks, but they are essential to ensuring that the University remains responsive to the needs of the Filipino people while maintaining its leadership in higher education.

As the administration enters the second half of its term, the focus shifts from building foundations to scaling impact and sustaining momentum. Key priorities include strengthening graduate and postgraduate education, enhancing research productivity and translation, expanding strategic partnerships, and ensuring that innovations in teaching and public service reach broader communities across the country.

Institutional capacity-building will remain central to this effort. Continued investments in infrastructure, digital systems, and human capital are necessary to support long-term growth. Equally important is the cultivation of a culture of collaboration, accountability, and shared purpose across the UP System.

Legacy-building, in this context, is not defined solely by programs or outputs, but by the durability of the systems and institutions put in place. The true measure of success will be the extent to which these reforms endure beyond the current administration, enabling future generations of UP constituents to build upon a stronger, more responsive, and more inclusive University.

The trajectory established over the past three years affirms that UP is moving steadily toward its vision. The challenges ahead are significant, but so too are the opportunities to deepen the University’s impact on society.

In the years to come, UP will continue to serve as a space for critical inquiry, creative expression, and public engagement, guided by its enduring commitment to honor and excellence in the service of the nation.
