AUPWU Baguio Chapter President elected as new UP Staff Regent

Ms. Marie Theresa “Donna” S. Alambra, President of the All UP Workers Union (AUPWU) Baguio Chapter,  Alambra succeeds Ms. Victoria Canape Belegal, who served as Staff Regent from 2021 to 2023.

An active member of the UP community since 1989, Alambra started off as Clerk in UP Baguio, and rose through the ranks to her current position of Administrative Officer II. She earned her Bachelor of Arts degree in Mass Communications at Saint Louis University in 1986, and her Master’s degree in Public Management at UP Baguio in 1996.

Before becoming President of the AUPWU Baguio Chapter, she served as Vice President from 2014-2017 and 2017-2020.

Alambra’s vision as UP Staff Regent is to advocate for the interests of the administrative staff and REPS (Research, Extension and Professional Staff) within and beyond the UP BOR through active participation in formulating policies that enhance employee benefits and incentives. Her mission is to strengthen UP as a leading research university through collaborative efforts between the academic sector and administrative personnel through such actions as: introducing new incentives; promoting democratic consultation in promoting employees’ welfare and benefits; reviewing and advocating fair policies; upholding transparency; championing sectoral representation for the REPS; and, introducing specialized integrated schools.

With its 11 members, the Board of Regents is the highest decision-making body of the UP System. The Staff Regent, representing professional and administrative personnel, was included in the BOR with the passage of Republic Act No. 9500 or the new UP Charter of 2008.
