LINANG strengthens character and competence in public service across the UP System

Building on the success of LINANG 1.0: Mga Serye ng Pagsasanay para sa Pagpapaunlad ng Paglilingkod sa Pamantasan at Bayan and the LINANG 2.0 Trainers’ Certification Program, the University of the Philippines Office of the Vice President for Administration (UP OVPA) continues to reinforce character and competence across the UP System through its cascading implementation of the LINANG Program.

 

While LINANG 1.0 and LINANG 2.0 are still being rolled out to other UP constituent universities (CUs), several CUs that have completed the program and produced certified trainers have already begun facilitating their own sessions. These efforts are implemented with oversight and mentoring support from the UP OVPA LINANG team.

In October 2025, the UP System Administration, UP Diliman, and UP Los Baños successfully conducted their respective LINANG 1.0 sessions through their human resource offices. UP Mindanao followed in late November to early December. In total, 137 personnel—composed of faculty administrators, faculty members, research, extension, and professional staff (REPS), and administrative staff—completed the course.

 

Launched in 2024, LINANG pursues the goal of enhancing the knowledge, skills and attitudes of UP employees. The program focuses on strengthening adaptability in dynamic workplace relationships, demonstrating honor and excellence through appropriate workplace behavior, and applying data-driven tools for sound decision-making.

To achieve these objectives, LINANG covers three core modules: Unang Serye: Relasyon at Operasyon, or the Relationship Operations and Sensitivity Enhancement Seminar (ROSES); Ikalawang Serye: Asal sa Paggawa, or the Work Attitude and Values Enhancement Seminar (WAVES); and Ikatlong Serye: Kalidad ng Trabaho, which introduces Completed Staff Work (CSW) as an effective decision-making and management tool.

 

LINANG 1.0, including its cascading initiatives, has awarded a total of 473 certificates of completion and participation. Meanwhile, LINANG 2.0 has certified 62 trainers—22 for ROSES, 21 for WAVES, and 19 for CSW. The UP OVPA LINANG team is also set to train participants from UP Visayas, UP Baguio, and UP Open University in 2026, alongside two additional batches of the LINANG 2.0 Trainers’ Certification Program.

 

The UP OVPA remains optimistic that by the end of UP President Angelo A. Jimenez’s term, at least 20% of the University’s 14,500 employees will have joined this transformative learning journey, strengthening UP’s enduring commitment to honor and excellence in the service of the nation.
